“Nel 2020. Nell'anno in cui sono stato eletto presidente. Solo nove alleati stavano spendendo il 2% del PIL per la difesa, quest'anno 23 spenderanno almeno il 2% e alcuni spenderanno di più. E gli altri Paesi che non hanno ancora raggiunto questo traguardo lo raggiungeranno presto. Questi notevoli progressi dimostrano che il nostro impegno è ampio e che siamo pronti. Siamo disposti a dissuadere le aggressioni e a difendere ogni centimetro del territorio nazionale in tutti i domini terrestri, aerei, marittimi, informatici e spaziali. Amici miei, è bene che siamo più forti che mai perché questo momento storico richiede la nostra forza collettiva. Gli autocrati non riusciranno a sovvertire l'ordine globale, che è stato mantenuto per quasi 80 anni e oltre. I gruppi terroristici continuano a tramare piani malvagi, a causare caos e sofferenza in Europa, la guerra di aggressione contro l'Ucraina continua. E Putin non vuole niente di meno, niente di meno che la totale sottomissione dell'Ucraina per porre fine alla democrazia ucraina. Distruggere voi, sollevare l'Ucraina, il Paese dell'Ucraina, e cancellare l'Ucraina dalla mappa e sappiamo che Putin non si fermerà all'Ucraina”.
